With at least one running VM, your account qualifies for 100 GB shared across your S3 accounts. Without a running VM, storage is charged by usage.
Uploads are free. Downloads beyond the monthly Bandwidth allowance are charged per GB at the rate shown in the current price list.
No. S3 is billed for actual stored data and download traffic. The technical quota is shown separately in the console.
